Can I say service receiver and service provider? If not, how to say it?

Your phrases are correct English, but I think "recipient" is a better word choice than "receiver."
We really need more context here.
If you've established that you're talking about services, it isn't necessary to repeat the word. One could, for example, write:
"We will first examine the U.S. healthcare system from the point of view of providers. Then we will consider it from the point of view of recipients."
It really depends on what kind of service you are talking about. For specific kinds of services, we would use specialized words. The recipients of legal services are clients, the recipients of healthcare are patients, the recipients of retail services are customers.

service provider > the entity that provides you with the service is the provider
Service recipient > Those who receive the service from the provider
