Hello! Yes it is a question, and the hint that tells you it is a question is the ㅂ니까 part because when you use this ending, it poses a question to the conveyed message. Also, 안녕하세요 is usually a question "Hello?" but when using differential ending (습니다/ㅂ니다/습니까?/ㅂ니까?) when you say hello it's always in a question form, and I think it's because in differential form you typically use it when conveying a formal talk especially to an audience. So, when are you sayin "hello?" you are trying to grab the attention of the audience while at the same time sending your greeting of "how are you?" too with just using "안녕하십니까." I know it's weird, and I thought it was weird at first, but you'll get used to it! Oh, and also the second question it translate as "what is my name?" (무엇 =what) so obviously you are asking a question here, that's why it's is a question hehe~^^ I hope this was helpful!!~^^

It IS actually a question. It's something like "How are you?". And it's a question as well.
