If someone seems to be from a small country, let's say Iceland and only speaks a very exotic language, like SiSwati (sorry, friends from Swaziland, only an example...) (not: Icelandic, Norwegian, English,...), wants to learn a very exotic language (...), but not your own language or the language you want to learn... Why would anyone like this try to contact you? D., receiving and reporting a lot of spam.
