Hi everyone,
I wonder the meaning of place "place a condition on" here.

"I would want to" is not that uncommon. I often use it when I don't want to commit to something but I want to place a condition on the transaction if I were to accept it.
"Before I even considered/would even consider taking the project, I would want to see the complete list of requirements."

"Place a condition on" means "specify a requirement" before something can happen.
Before I leave the house, I would want to check that it is not raining.
In other words, I will not leave the house until I have checked that it is not raining.
