"Fangen" doesn't have the meaning "to begin". Do you have an example where you saw it used that way? (And are you sure there was no separated "an" in there, as in "ich fange an"? "Anfangen" is a separable verb, so the prefix doesn't always stay attached in conjugated forms.)
