Are these phrases correct? Hi, I've just made up this short paragraph: If the purchasing rate of personal vehicles kept increasing like in the present, building wider roads would only address traffic congestion in the short term. Therefore, in order to thoroughly reduce road traffic, the most workable solution would be to limit personal vehicles sold to the public every year. Could you please tell me whether "purchasing rate" and "thoroughly reduce" are correct? (By "purchasing rate", I want to describe the number of people buying personal vehicles.) Thank you very much,

The passage is well written and makes sense. Your intention is clear. To make it sound more natural, I would suggest not to use thoroughly and rephrase it, a suggestion "in order to reduce total traffic".
