"As good a term as any", refers to the word in question being a good word to use in the given situation.
So the sentence "'something' is as good a term as any", means that the word "something" is suitable to be used in that situation, just as good as other possible options. Depending on the context, it should hopefully make sense.
"Restless is as good a term as any", means that the word 'restless' is a good word to use in the given situation.
Example:
Someone can ask you how to describe a certain new card game that is being played at your local club.
You can answer: "gambling is as good a term as any to describe what they are doing at the club."
This means that you feel that what they are doing at your club is either gambling, or something very closely resembling gambling.
I hope this helps you out a bit. :)
