Both are acceptable. We usually add 'er' to one-syllable and most two-syllable words, but there are no hard and fast rules. 'Clearer' is more common, but it doesn't sound wrong to say 'more clear'. There's a discussion here about this point:https://www.italki.com/discussion/133232.
