Does 'as' in this paragraph mean 'while'?
Before it was started, the greatest fear was that, with the change in the support provided, people would be less productive. *As* it's turned out, staff have to be actively encouraged to take short breaks.

The "As" here is part of a set idiomatic phrase: "As it turns out / As it's turned out". Therefore, it doesn't really have any meaning on its own, apart from perhaps to replace "the way in which" (it's turned out), as this would take longer to say.
