Hello 大众基友 Yes, the meaning is very similar, almost exactly the same. We would use 'draw his attention' more often than 'attract his attention.' Another common phrase similar to getting on someone's radar is to 'get someone's attention.' However, this is slightly different from 'draw' and 'attract' as 'getting someone's attention' usually is done on purpose. In other words, we might say 'That beautiful rock drew my attention,' but we would almost never say 'that beautiful rock got my attention,' because the rock isn't alive and it can't really 'try' to get your attention.
