bit of a bugger??
Baumann sits back in his leather chair. ‘This is a very big day for BriSpA, Thomas. Very big. The biggest. It’s been under wraps, but we’ve got a big announcement.’
‘Ah. The press in the lobby. I thought . . . well, for some reason I thought it might have had something to do with David Bowie.’ As soon as he’s said that he realises how stupid it sounds.
Baumann nods enthusiastically, or at least his eyebrows do. ‘Yes, bit of a bugger, that.’
I would like to know what does "bit of a bugger" here mean. Thanks.

I presume they're referring to when David Bowie died. 'Bugger' has numerous meanings, not all of them polite, but here 'bit of a bugger' means something like 'that was a shame (that he died)' or 'that was a bit of bad news.'
