주책 없다/이다
주책 was 주착(主着 - one's own thought/position) originally but this original meaning was lost over the years and we just take it as 주책없다 (not being thoughtful and acting foolish).
So we use it in both positive (주책이다, 주책 떨다, 주책부리다, 주책바가지) and negative(주책없다) constructs with the same meaning and with roughly the same frequency, even though 주책없다 is the only correct expression according to the original meaning. This is like set in stone, so that no one ever uses 주책 to mean someone is actually thoughtful, and even If someone does, no one would take it in that sense.
It is in a way similar to interjections and swear words. The utterance says it all independent of what's around it.
난리 (originally a war-like situation, but now any crazy situation or commotion) is another word like this. 난리다 and 난리도 아니다 mean the same thing.
