Are both sentences OK?
(someone ask me something, but I don't have time for it)
If I say;
I'll make someone do it for you.
I'll tell someone to do it for you.And this;
Outdoor environment conditions are so difficult here. (cold etc.)

I'll tell someone to help you.
I am busy at the moment. Maybe you can ask someone else ?
