We can NOT emphasize TOO MUCH the importance of learning English.
What I am not sure about is whether the speaker believes learning English is most important or he thinks there are still other subjects we need to learn? Thank you!

From this sentence, we do not know if the speaker thinks there are other subjects that we need to learn. What we do know is that this person thinks that learning English is so important that he/she can't adequately describe how important it is.
