should I use "reflect" or "respond"? When we have some problem or suggestion want to give relative people or department, we should use what the vocabulary is correct? Can you give me some examples?

Hi -- these really aren't either/or words... they mean two different things. 1) Reflect - This can be a person (This really reflects my personality) or a thing (These clothes reflect my good taste). Think about a mirror, which reflects the person staring at it. 2) Respond - This can mean to answer, for example a question or a survey. (Can you respond to my father's question? Can you provide a response to our survey?) It can also be a response to a situation. (The fire department responds to emergencies. The hospital responded to a need for more doctors in the city.) These last two examples mean that someone took an action. Hope this helps.
