Btw, is it ok to say "What did he say at 2:29 ?" At is ok as a preposition here? How do you convey this idea naturally in English? thanks in advance

Yes he says "I decided to turn this one into a red-knee(d) tarantula" - it's a kind of tarantula. And yes you asked the question just like a native speaker!
