What is the meaning of this sentence? "such as projection, which is the situation when a respondent reports his/her own delinquency when perceiving how delinquent his/ her peers have behaved." Does it means the report of their own delinquency is based on the peers' behaviors?

The English is rather odd. Can you give us a reference? I wonder if it hasn't been transcribed correctly, or hasn't been written by a native speaker. I think it's actually the other way around. When asked to describe the delinquency of others, they describe themselves instead.
