I saw the following sentence somewhere and I wonder if it is correct:

" If you have a classmate who breaks the school’s record for the number of times ***him*** being late, you could presume that he is a lazy boy who spends the whole night playing Play Station 4. "

I think "him" is not correct in this sentence and it should be "he is". Am I right?

“He has been late” just sounds better to me, but also not saying “him “or “he” also reads and would sound better in conversation
