Robert gave an excellent answer. Your beginning grammar book should explain the simple past and the present perfect in the initial chapters. The famous English Grammar in Use by Murphy covers them in the first 20 pages. The passive voice of the simple past and the present perfect follow the same rules as the active voice.

If the shipment has been received at 0936 yesterday it was received at 0936 yesterday.
