- 'To resolve' is usually used when there are two different opinions or sides and they try to reach a compromise by trying to 'resolve' their differences.
That's why we say 'to resolve an issue / a dispute / a conflict / a crisis'.
- 'To solve' means 'to find a way of dealing with a problem or difficult situation'.
It also means 'to find the correct answer or explanation for something':
to solve an equation / a puzzle / a riddle
to solve a crime / mystery
