It's an funny insult. DOA means Dead On Arrival. It's used to describe a person who dies before the ambulance can get him/her to the hospital. It is also used to described anything that doesn't exist or never even has a chance to exist. To me, your sentence sound like a lighthearted insult / joke that one friend might say to another.
