'that's a deal' = a business or a personal agreement

B: That's a deal.
'When going for' = striving to achieve something
Example: When going for an important job interview, you should dress neatly.

More accurately, it means "when attempting to" or "when pursuing"
Example: "When going for a job, it pays to learn about the employer first."
