Diffrence between "cooperate" and "associate".

Do these two sentences have same meaning?

A: Polices should not cooperate with gangs.
B: Polices should not associate with gangs.

I might have trouble with diffrence of meaning between "cooperate" and "associate" .

Also, If I change #A sentence into below,

A' Gangs should not cooperate with polices,

will the meaning change?

It should be police not polices, as I think its already a plural similar to mice.

A implies that the police are pursuing a non-negotiation strategy with gangs, B implies that police should not fraternalise with gang members. A is a political strategy, B is more about the internal life of the police.

Cooperate means to work together.  Associate simply means to meet and spend time together.

"Gangs should not cooperate with police" is a totally different meaning.  In this case, it is the gangs who are performing the action, not the police.
