Because the subject of this sentance is "he" and the correct conjugation in the 3rd person singular is "has" and not "have".

Because it's plain wrong. This is VERY elementary stuff.

Hi Belax, you could also express this as "he hasn't any money" but it's not as common these days. Much more casual/slang would be "He's broke."
