but let me give it a shot.^^
As 기쁨이 said above, it is not the standard but in casual conversations it is often used as "-딴 말이야" instead of "-단 말이야" to add more strong feelings.
It has a sense of "I have done something just now but unfortunately it ended up being useless, so that it makes speakers irritated or upset a bit"
Taking your sentence as example,
it means "I have just wipped out the make-up for a reason, but something, actually I expected to happen, has not happened, so that I am upset now".
