Hey Vitória. I beilieve that they are two different contexts.
Ex:
I'm talking to you - means more of a pronouncement, direction...
I'm talking with you - means more of interaction, two friends talking....
There is a song by Jason mraz... Lucky...
Do you hear me? I'm talking to you.... (Like, hey... I'm directing my speech twards you)

Talking to you is more of a one sided conversation. E.g. you got into hot water at work, so your boss is talking TO you.
Talking with you is reciprocal conversation. E.g. during the lunch break you might be talking with your colleague (maybe gossiping about your boss 😳).

They are both correct, 'I am talking to you' means that you are the only person speaking. 'I am talking with you means that you are both speaking in turn ( a converation).
