How can I understand the usage of "where appropriate" from the sentence "including where appropriate by recourse to arbitration"? I mean why plus "where" here?
The complete sentence is "commitment to settle by agreement, including where appropriate by recourse to arbitration, all questions concerning State succession and regional disputes."

English has a funny relationship to space and time. The phrase is a collocation. We mean in the areas that it is appropriate, not the times at which it's appropriate!

Because it's unknown where it might be relevant to do X condition. So where it's appropriate, X will be done.
