For me, it implies that the person concerned has something attractive or alluring about them which is, however, quite hard to define. It could also be used negatively to mean there is something odd or strange about the person but it is mainly used in a positive sense.

Puede que tenga más usos pero sin un contexto específico eso es como yo lo entiendo.
