Wound up has two meanings:
Anxious (-) I was too wound up to sleep last night.
Excited (+) Don't get the kids all wound up.
Stressed I was too stressed to finish my project.
Although they are not synonims, their meaning is close. The difference is anxious is more about anticipation and stress comes from already having to perform too many tasks.

Wound up in broader term means NERVOUS OR EXCITED. You can certainly use "wound up" in these situations.
However, if someone is stressed out, they are very tense and anxious because of difficulties in their lives.
These terms are relatively close but the application may differ.
Also, your question should start with CAN instead of MAY.
For further queries/questions you can just send me a message.
