For women travelling, working or living in Kerala, and for anybody who wants to understand what the experience actually is. Factual rather than reassuring — reassurance that turns out to be wrong is worse than useless, and alarm that turns out to be excessive stops people going. THE HONEST PICTURE Kerala is, by most measures, among the more comfortable Indian states for women, and it is visibly different within a day. Women are present in public — on buses, in offices, in shops, in colleges, walking alone, riding scooters. Female literacy is near-universal. The sex ratio is the only one in India that favours women. Participation in higher education is very high. And the public culture treats harassment as a matter for public intervention rather than private embarrassment: bystanders intervene. That is not universal in the world and it matters. THE QUALIFICATIONS Recorded rates of crimes against women are high, and that figure is genuinely hard to interpret — high literacy, high awareness of rights and better police reporting produce higher recorded numbers, and criminologists caution against reading reporting rates as incidence rates. Nobody in Kerala claims the problem does not exist. Workforce participation is low relative to educational attainment. And Kerala is socially conservative about the behaviour of unmarried women in public, in ways that coexist oddly with its progressive politics. Comparatively good, not uniformly good, and openly argued about within Kerala. THE PRACTICAL Dress: covered shoulders and knees is the practical baseline. Salwar kameez, kurta with trousers, a long skirt, or trousers with a loose top are all entirely normal. A ദുപ്പട്ട or scarf across the chest is standard with a kurta and genuinely useful — for temples, for churches, for sun, for the moments you want to be less visible. Kerala's beaches are not swimming-costume beaches outside a very few tourist enclaves; local women bathe fully clothed. Transport: buses have seats reserved for women, generally at the front, and the reservation is respected — use them. Trains have women's compartments. Share an auto driver's number with somebody if travelling at night; ride-hailing apps in the cities give you a record of the trip. At night: Kerala's towns quieten early and public spaces empty by nine or ten in smaller places. That is simply when the day ends. A woman walking alone at eleven is unusual and will be noticed, which is different from being unsafe. Drawing attention brings bystanders, and bystanders intervene. Suffering something quietly to avoid a scene is exactly the wrong instinct here.
