They are all OK. The first sentence could be describing a permanent state though. I'd use the second one if temporary.

"There's no water at home" could mean water from the sink, but it could also mean drinking water (ex: water bottles). It's more general.

"The water is off at home" can be used when someone (like a plumber) turns the water off intentionally in order to do a job (like fix a leak).

"The water isn't running at home" would mean there's suddenly no water coming out of the sink faucet, so you have to call someone to fix it.
