'You're having me on' means the speaker thinks the other person is joking. They are trying to trick them into believing something that is not true (but just for fun, not maliciously).

I don't know that expression but the meaning is clear from the context. Perhaps it is British usage. It's meaning here is the same as
"You're pulling my leg"
"You're leading me on"
"You're kidding me"
