That is from a hit song from El Grand Combo from Puerto Rico. A dish of rice and beans cooked together with sofrito and Caribbean root vegetables such as Yuka aka cassava, or more commonly green bananas marinated in oil and vinegar - the rest of the phrase loosely means “that is what is happening”. It is a Christmas song and it is more informal language. At the time this song came out there were a lot of “parandas” during the holiday season, thanksgiving through the epiphany and 8 days beyond (to give the three kings “los tres reyes” time to return home ). People would “Christmas carol” well into the night until dawn. There would be a trail of cars with flashing lights traveling from house to house first waking up the family with typical Christmas plenas (a style of song and rhythm from PR). Then playing until the house kids and all woke up and let them in - that house would feed appetizers and drink, then another set of music before everyone from that house followed the procession to the next house. The next house was decided by everyone in the group which grew as the night progressed. They do not do this anymore.
