It's uncommon compared to other similar expressions such as "You are out of your mind", but it's used and understood.

No, I don't think I've ever heard that. People would probably understand what you mean though.

“You are nine kinds of crazy” = not common, but understandable and stylistically fun, especially in joking or dramatic contexts. You can use it's alternatives like:
“You’re crazy!”
“You’re out of your mind.”
“You’re insane.”
