"Talk with" is more often used in the USA. "Talk to" is more often used in the UK. I'm not sure about other countries..
The meaning is basically the same, although it is possible (depending on the context) that "with" suggests a group conversation, and "to" suggests that I am giving information to another person (or other people).

When you “talk with” someone, it is usually a back and forth conversation. The people involved give responses to the things said and vice versa. To “talk to” someone or people does not necessarily mean a conversation. It means you want to speak to a person, a people or object. It doesn’t matter if there are responses.
