Not quite... "...in person" implies that you have been in contact with the person, perhaps by phone or video chat or messaging etc., but have not met them face to face before. "...up close" suggests that you have already been in the same place as the person before, e.g in a group meeting, but that you only saw them from a distance, but now you are seeing them close to, for the first time.
