"I am sorry that we cannot have cherry blossom viewing parties due to the COVID 19 pandemic this year." Is this a correct English? Is it possible to use "I am sorry" instead ot "It is a pity" Thanks in advance.

This is correct. "I am sorry" can sometimes be used instead of "It is a pity." If you say "It's a pity“ or "it's a shame," you're expressing general disappointment.
