What mean "papuga"? I want to translate the song "papuga" mata

"Papuga" means "parrot" but the song is apparently about Mata's dad. The internet says that "papuga" is a slang word for a lawyer (Mata's dad is a law professor), but this is the first time I heard this word being used to refer to a lawyer.
