Both are correct but each gives the sentence a different tone. "On the afternoon of February 2nd" sounds very formal. A lawyer might use this statement in the courtroom, as in: The suspect arrived at the bank on the afternoon of February 2nd." But if we were inviting someone to a party, we would probably say, "on February 2nd, in the afternoon" or "in the afternoon, on February 2nd." Usually in conversation, we us [on] with the date, but [in the] with morning, afternoon, or evening.

"In" is the correct answer.
We us "in" when referencing months, years, seasons and parts of the day.
E.g.
Part of the day: "In the morning"
Month: "In April"
Year: "In 2021"
Season: "In Autumn"
We use "on" when referencing dates, days or special dates.
E.g.
Date: "On 2nd February"
Day: "On Sunday"
Special Date: "On your wedding"
