Is “ in this connection” equivalent to “ in this regard” in formal written English ?

Yes, but we usually use "in this regard". Hope this helps, Dimin! :)
Not sure about the British English usage as I studied in the UK and all my teachers generally used "regard". It is less common, at any rate.

Yes, though I think it's used more in British English than American English. The literal definition is: in connection with this subject.
