To blame (someone for having done something) is a verb and describes the act of putting responsibility on someone for something that they did (that is usually wrong). Guilt is an emotion people feel when they know they have done something wrong. So, I might blame you for spilling a glass of red wine on my carpet. In other words, I think you are the person that spilled the wine on my carpet. If it was in fact you that did it, you might feel guilt about it, in other words you are sorry you spilled the wine.
