What does "Never to be out-Frenched" mean?

To add out- to the front of a verb is a way of saying something is done bigger or better.
Example outrun - to run faster than someone
Outnumber - to have more of something
Out frenched is sort of a made up version of these, but “never to be out-Frenched” here basically means “the person never lets someone beat them at speaking or being French”
