"In" is a preposition of place, so the meaning is clear; but you didn't give us much context to analyze the function of "to." "To" is usually a preposition of movement when it's followed by a cardinal direction, so here it could obviously be focusing on movement: "going to the south of..." "traveling to the south of...", etc. In some contexts "to" could also be focused on comparing two locations, like in "further to the south of..." or "when compared to the south of..."
