Kages are the leaders of the village, there're Hokage (fire country leader), Tsuchikage (earth country leader), Mizukage (water country leader), Raikage (lightning country leader) and Kazekage (wind country leader). Together they're Gokage (five kages).

The usage of the word kage as leader may come from the fact that each village is a "hidden village", like hidden in the shadows because they're ninja, and stuff like this.

風 [Kaze] - means Winds

影 [Kage] - means Shadow

The correct spelling must be:  影の風but in Naruto use: 風影[Kazekage] - it's means Shadow of wind

in Naruto Kage it's title like a president so meaning of Kazekage is president of hidden village of wind

I don't watch the anime but I can explain the word. Kaze = Wind, Kage = Shadow or Darkness
