Can you help me please? Because I'm little confused.
Right now Toshi and Oscar are sitting in the library. Toshi does his homework, but ocar does not study, he is staring out the window, Toshi wants to know what Oscar is looking at.
Oscar what are you looking at?
I watch the skateboarder. Look at that guy in the orange shirt. He is turning around in a circle on his back wheels. He's amazing

You are basically asking for a free grammar lesson. It is unlikely that a qualified person will spend 15-30 minutes to correct your errors and to explain the correct grammar.

English Grammar in Use by Murphy is a famous grammar book. You can find a PDF on the net or you can buy a paper copy.

English Grammar in Use page 8 has the information you need for your school assignment.

Sama: You’re welcome. You should really be more polite to people like Chris. He gave you very useful advice — there’s a reason he got more thumbs-up than I did. He’s one of the few of us professional teachers (and tutors and non-teachers, for that matter) willing and able to contribute by answering questions, correcting notebook entries, and commenting on language-learning discussions. Maybe he didn’t give you the answer you thought you needed this time, but you should still be polite, or at least refrain from being rude. Maybe I'm naïve, but it's difficult for me to believe that’s acceptable behavior where you come from. That would be true on general principal, but it’s doubly true when you consider that there aren’t many competent English speakers rushing to help for free.

First I don't force anyone to waste her or his time to answer my questions , if you want to help I will appreciate your help or If you don't it's OK. You can ignore my post simply.
Secand italki enables us to write a note or make an open discussion for everyone for leaners and teachers to shares stories or ask a question to help each other.
Finally I didn't put a condition that you should be a teacher to answer my questions, anyone who can help that's enough for me.
I will search for that grammar book thanks.

I agree with Chris — find the book he’s mentioned and use it. That said, your (edited) text is easy to fix. Every verb in blue (except the last one) should be in the continuous aspect, as they are all actions (dynamic) in progress at the moment. The last one is not an action but a state, so it should be in the simple present.

I didn't write my word to reduce my respect to anyone, I really know my limits, I just want to clear my point that I don't force anyone to waste her or his time to respond my question, we are here learners and teacher shoud respect each other and I really now that.
