I live in the US and technically no English is not the official language. The US has no official language. It is the 'de facto' national language and obviously the most widely spoken language.

In The Philippines, English is one of our official languages and that's our primary language for school and work. We learn English as early as Kindergarden and all subjects like Math, Science, etc (except Filipino of course) are taught in English

I live in Russia. In our country, the official language is Russian. Everyone begins to learn English from the 2nd grade of the school. Unfortunately, by the end of school, most children do not know English. If a child enters to study at a higher educational institution, then he studies English at the institute. And also after graduation, most graduates do not know him. One who learns the language on his own begins to read the language well, using the Translator. But to say - few can.
