Could you explain the red part to me with some other secens or examples, thank you beforehand

(This is the writer, in this scene, Rachel and Ross was doing their laundry. They talked a lot while waiting for the buzz)

(The Launderama.)

Rachel: Ok, I know this is gonna sound really stupid, but I feel, I feel that if I can do this, you know, if I can actually do my own laundry, there isn't anything I can't do.

Ross: That does not sound stupid, to me. No, it's like uh, ok, the first time I had to make dinner for myself, after Carol left me? (the buzzer on the washer goes off ) I'm sorry, that's all the time we have. Next on Ross... Ok. (opens up the washer) Uh-oh .

(The fancy restaurant, Angela has her hand in Bob's shirt, and Monica is very uncomfortable.)(This is the writer: Monica was uncomfortable 'cause Joey told her Bob was Angela's brother, but in fact he's her boyfriend. Joey just wanted to hooked up Monica and Bob to get Angela his ex-girlfriend back.)
Monica: Um, I got something in my eye, uh, Joey, could we check it in the light, please?
(Her and Joey walk away from the table.)
Monica: Oh my God.
Joey: What?
Monica: Hello! Were we at the same table? It's like... cocktails in Appalachia.
Joey: Come on, they're close.
Monica: Close? She's got her tongue in his ear.
Joey: Oh, like you've never gotten a little rambunctious with Ross.
Monica: Joey, this is sick, it's disgusting, it's, it's - not really true, is it?
Joey: Well, who's to say what's true? I mean...(This is the writer:besides, what does "is to" mean )usually)

Aww you gotta love Friends!

'Next on Ross'...in this context, Ross is imagining his life being like a TV gameshow, so when the buzzer on the washer goes off it is a similar sound to a buzzer in the TV show which is used to indicate a new contestant, and he pretends to be the TV presenter introducing the next contestant (which is him)

'Hello!' is a way of bring another person's attention to something unusual. In this case = what was going on there, did they (Angela and Bob) even notice we (Rachel and Joey) were at the same table?

who's to say = who knows
