2. Twice as many A as B
Do these two sentences have the same meaning?

Number 2 is incorrect, number 2 is better. It would be more natural to say
There are twice as many As as (there are) Bs
For example, there are twice as many cats as there are dogs or there are twice as many cats as dogs
