i don't think it's right to put the idiom"按兵不动"in this conversation。did u fabricate it by yourself?the explaination is right:not taking action or biding one's time for an opportune moment.it stands for wisdom,but procrastinate stands for just lazy.
"名落孙山"is an ancient story,"孙山" is a man who is the last one been enrolled, if your are behind him,you are doom to go back home,so the second idiom is suitable in your conversation.

按兵不动，我觉得不是procrastinate的意思。按兵不动的释义是：指挥官命令军队暂不行动，等待战机。指接受任务后却不执行。而procrastinate的意思是：拖延；耽搁；延误。是非常不一样的。成语典故：春秋末，卫国被迫与晋国结盟，成为晋国的附庸国。卫灵公为改变现状，与齐景公缔盟。晋国不能容忍卫国的行为，赵鞅派史默潜伏卫国。史默半年后回国报告说卫国启用贤臣蘧伯为相国，孔子的弟子子贡在出谋划策，赵鞅就按兵不动。
名落孙山的释义是：名字落在榜末孙山的后面。指考试或选拔没有录取。而不是不及格的意思。成语典故：吴国有一人叫孙山，是个说话诙谐风趣的才子。孙山去别的城参加科举，同乡人托孙山带儿子一同前往。同乡人的儿子未被录取，孙山的名字虽然被列在榜文的倒数第一名，但仍然是榜上有名，孙山先回到故乡。同乡便来问他儿子有没有考取，孙山说：“中举人的名单上最后一名是孙山，您的儿子排在我后面呢。”
