Era È (also "ha" - a simple past (passato prossimo) is enough, you use pluperfect tense (trapassato prossimo) or past perfect tense (trapassato remoto) only to describe an action in the past earlier than another action in the past: "Era già piovuto stamattina quando sono andato al lavoro" - "This morning, it had already rained when I went to my workplace") piovuto stamattina, ma non c'erano le oche nuotano a nuotare (also "che nuotavano") nel giardino.
